Pepper seeds are available in the Seed Shop (appearing with a 0.75% chance - if spotted, they cost 1,000,000 Sheckles or 629 Robux). Other ways include: completing Lucky Harvests, recovering seeds stolen by Red Foxes, getting one from a Snail during harvest, or very rarely finding them dug up by Dogs or Golden Labor Shiba Inus.
